The “thief” who stole their bike was presumably legally removed for obstructing a wheelchair-accessible van.

When you work in a busy business, the best thing you can do is remain patient. After all, making a scene will just make things more difficult to move smoothly and fast. This individual was doing their part by patiently waiting in line until someone cut in front of them. Fortunately, an employee witnessed everything. That’s when they took advantage of the situation and thanked the individual they cut in front of for their patience, well within earshot.
