When captains defy the rules, the crowd goes wild. However, the Prime Directive is supposed to be a “unbreakable rule” – non-first-contact species are supposed to be left alone and not tampered with if they are not first-contact species. This guideline, on the other hand, is routinely broken. To judge by their actions, it appears that Star Fleet was selective in their application of regulations and punishments.
